Doug Bennett served as Minority Counsel to the House Energy and Commerce Committee from 1989 to 1994. In 1995, when the GOP gained control of the House, Mr. Bennett was appointed Senior Majority Counsel by Chairman Tom Bliley. Mr. Bennett managed a broad portfolio of key legislative issues, including interstate and foreign commerce, trade, product liability, insurance, and automobile safety. He was lead counsel for the Committee on the Common Sense Product Liability Act of 1995, the first comprehensive product liability reform to pass the House of Representatives.
Mr. Bennett also represented Republican members of the Commerce Committee in the development of implementing legislation and congressional oversight for both the North American Free Trade Agreement and the Uruguay Round of the General Agreement on Tariffs and Trade (GATT). In 1994, Mr. Bennett was appointed a Congressional Delegate to the signing of the Uruguay Round of GATT in Marrakech, Morocco. He has lectured widely on trade, foreign investment and product liability throughout the United States, Europe and Asia.
Upon leaving Capitol Hill, Mr. Bennett joined Public Strategies Washington, Inc., a D.C. based lobbying and government relations firm, where he served as Vice President. In 1999, Mr. Bennett accepted a position with Timmons and Company, one of Washington's premier lobbying firms. In 2000 he was promoted to Executive Vice President. At Timmons and Company, Mr. Bennett represented a wide array of clients, including those in the automobile manufacturing, pharmaceutical, insurance and financial services sectors.
In 2004, Mr. Bennett accepted the position of Vice President, Federal Affairs, for the Liberty Mutual Group of Boston. Mr. Bennett's responsibilities include representing Liberty Mutual on matters of concern before Congress and the Administration, as well as coordinating Liberty Mutual's international governmental relations. Liberty Mutual has over 40,000 employees in 800 offices in the United States and around the world.
Mr. Bennett graduated magna cum laude from the University of Utah with degrees in philosophy and political science. He received his J.D. from the University of Utah, and is an Adjunct Professor of Political Science at the University.
