William R. Sweeney, Jr.
William R. Sweeney, Jr., is Vice President of EDS Global Government Affairs. He is responsible for managing EDS relations with governments and policy organizations in the 54 countries where EDS has a business presence. He joined EDS in April 1991.

Sweeney currently represents EDS as Chairman of the advisory board of the Smithsonian Environmental Research Center and as a member of the board of directors of the Atlantic-Pacific Exchange Program, the Business-Government Relations Council, the Capitol Hill Historical Society, the Congressional Economic Leadership Institute, the European-American Business Council, the European Institute, USCIB, and the National Center for APEC. He was appointed to the State Department’s Advisory Committee on International Communications and Information Policy in 1993 and serves as the IES for EDS on the National Security Telecommunications Advisory Committee.
In l985, Sweeney founded Washington Resources and Strategy, Inc., a public affairs management company. The firm provided consulting services to political candidates for the U.S. Congress as well as a spectrum of associations and corporations in the United States, Asia and Europe. From 1981 to l985, Sweeney was the Deputy Chairman of the Democratic National Committee (DNC). From l977 to l980, he was the Executive Director of the Democratic Congressional Campaign Committee (DCCC), the party committee responsible for congressional elections. As Research Director of the DCCC from l974 to l977, he was responsible for the management of congressional campaigns and political programs.
A l973 graduate of the American University, he is the co-founder and former director of the Campaign Management Institute of American University (1988-1992). He currently serves on the board of directors of American University’s Center for Congressional Studies. The Joint Congressional Inaugural Committees appointed him “Capitol coordinator” for the inaugurations of: President George Bush, President Bill Clinton, and President George W. Bush. Active in the democracy movement, Sweeney was chair and vice chairman of the board of directors of International Foundation for Election Systems (IFES) and served as international elections observer in the Philippines, Russia, Jamaica and Nicaragua.
William (Bill) Sweeney, his wife, Susan, and their two daughters, Caitlin and Sarah, live in McLean, Virginia.
