The Honorable Branko Terzic
The Honorable Branko Terzic, a former FERC Commissioner, state PSC Commissioner and utility CEO, is an international consultant to corporations, multilateral lending agencies and governments on energy, infrastructure and network industry issues. He is currently Global & U.S. Regulatory Policy Leader in Energy & Resources for Deloitte (Washington, DC). From 1999-2002 he also served as Regional Managing Partner for the Resources, Energy & Infrastructure Practice Group of Deloitte & Touche Central Europe (Prague, Czech Republic).
In 2007 Mr. Terzic was appointed to the United Nations Economic Commission for Europe (UN ECE) Committee on Sustainable Energy’s Ad Hoc Group of Experts on Cleaner Electricity Production from Coal and Other Fossil Fuels and the Advisory Council of the North American Energy Standards Board (NAESB). In 2006 he was appointed a Member of the National Petroleum Council, the advisory body to the U.S. Secretary of Energy, member of the Executive Council of the Energy Efficiency Forum and a member of the executive committee of the Bordeaux Energy Colloquium. In 1995 he was elected a Fellow of The Royal Society for the encouragement of Arts, Manufactures and Commerce (RSA) in London, England and in 2007 was appointed Chair of the US Advisory Committee for the RSA’s CarbonLimited personal carbon trading program.
Commissioner Terzic’s government career began in 1981 when he was nominated by Governor Lee Sherman Dreyfus to a six-year term as Commissioner on the State of Wisconsin Public Service Commission and confirmed by the State Senate. Upon completing his term of office he was appointed in 1987 by Governor Tommy Thompson (current US Secretary of Health and Social Services) to a five-year term as the first Chairman of the State of Wisconsin Racing Board. In 1990 Commissioner Terzic was appointed by President George H.W. Bush and confirmed by the US Senate as Commissioner on the U.S. Federal Energy Regulatory Commission (FERC) to complete a remaining one-year term. In 1991 he was re-nominated by President Bush and confirmed by the Senate to a full five-year term to the FERC. He resigned in 1993.
Prior to his current position he was Chairman, Chief Executive Officer and President of Yankee Energy System, Inc. in Connecticut (a NYSE listed company subsequently acquired by Northeast Utilities, Inc.). Other professional positions include those of managing director in Arthur Anderson LLP, Group Vice-President of AUS Consultants, Partner in Terzic & Mayer and Vice President of Associated Utility Services Inc. He began his career in utility valuation with The American Appraisal Company and Wisconsin Electric Power Company in Milwaukee, Wisconsin.
During his career he has been a US delegate to Trans-Atlantic Business Dialogue, a frequent speaker at energy industry events, has lectured at the Departments of Energy and State and has been a consultant to the World Bank, US Agency for International Development and the Inter-American Development Bank. His articles and commentary have appeared regularly in Public Utilities Fortnightly, Power Executive, Deregulation Watch, Natural Gas, Power Executive, The Desk and other publications. He has appeared on PBS specials and PBS’s Nightly Business Report, McNeil-Lehrer News Hour and The White House Chronicle television programs in the US. In Yugoslavia he has been featured on the television programs of Voice of America and Nedelni Telegraph.
